World Bank: Teachers should be paid properly to increase the quality of education
Education is the most in need of reform, repeated attempts to revive the system of making more bad than good, which damages the whole society, and one of the weaknesses of Romanian education are low salaries of teachers, according World Bank.
According to Strategy Partnership with Romania for the period 2009-2013, conducted by the World Bank (WB), the education of vulnerable points are the lack of professionalism and managerial skills of those who stay in the hands of the public administration, not only high but especially regional and local. Also, the bureaucracy has embraced the public institutions and affects the education sector at all levels, rendering it ineffective.
World Bank decentralization solution supports the educational system, but taking into account the legal framework which involves financing more flexible and more autonomous its schools, but also an administration expenditure which is focused on results. Particular attention should be given to public expenditure, to be transparent and information related to the administration of public money should always be accessed.
Funding will be decentralized into account and increase teachers' salaries, is shown in the BM. The subject is very sensitive issue into the context of Law 50% increase of salaries of teachers, which was many times removed from the unconstitutional government, but a draft law to pay uniform budgetary left the stage after negotiating disputes between unions and the Ministry of Labor.
Another problem reported by the World Bank is related to below average results of Romanian students at international assessments, despite the establishment of quality assurance agencies that are currently operational.
On the other hand, the activity of these agents is hampered by the extremely refractory or private institutions, such as the recent case of the "Spiru Haret" who refuse any assessment of the Romanian Agency for Quality Assurance in Higher Education (ARACIS).
On the other hand, a positive aspect highlighted by the World Bank is related to the educational projects at the Ministry of Education is working on rural education, developing schemes of loans for students as an alternative to university grants and projects related to inclusion of Romanies and disadvantaged categories.
